No. Tails forgets all data upon reboot. You have to have a papemetal/brain-backup of the seed.
You import the master-PUBLIC-key into an online system, for example Electrum running on your Android phone or tablet. That system knows your balance, because it is online and can derive all addresses from the master-public-key. But it can't sign any transaction, because it doesn't have the seed.
If you want to spend, you create an unsigned transaction on the online-installation, transfer it to the offline system, check it, sign it, double check it, transfer the signed transaction to the online system and then broadcast it from there. Sounds more complicated than it is. Works really good with QR-codes.
Here are some old videos explaining the process. The software has changed slightly in the meantime, but the process should be made clear form watching that. The first video is now actually redundant, because Tails exists and you don't have to create your own Linux live system that has Electrum.

Are all possible BIP39 mnemonic seeds produce a valid BIP32 master private key, which produce valid Bitcoin private keys?

The question is provoked by the fact that not all 256-bit numbers are valid private keys. To be valid it must be from 0x1 to 0xFFFF FFFF FFFF FFFF FFFF FFFF FFFF FFFE BAAE DCE6 AF48 A03B BFD2 5E8C D036 4140.
Is it possible that some randomly chosen (with dice, for example) mnemonic seed is not valid, because it produces not valid private keys? Is there a protection for this?
I know that Electrum can be configured to accept a random list of words (user-generated) and to ignore the incorrect checksum.
What is the risk something to go wrong by using manually selected words (selected with dice and "Bip39-diceware" for example)?
Edit: I looked through the documentation (BIP32) briefly and looks like I found the answer:
In case parse256(IL) ≥ n or ki = 0, the resulting key is invalid, and one should proceed with the next value for i. (Note: this has probability lower than 1 in 2127.)
So, it looks like there is a protection envisioned by the developers. Whew.
Edit 2: Actually, no.
In practice, this will never happen (the probability is so small we can ignore it), and likely implementations don't even bother checking the condition.
This is scary.
Edit 3: I tested Electrum. See "I successfully imported invalid Bitcoin private key! #5797" on the Github page.
Edit 4: It's not a bug, it's a feature.

Regular reminder: if you haven't already, take the time this weekend to protect your bitcoin by making a copy of your recovery phrase / master seed and storing it in a safe place!

All non-custodial wallets that use BIP39 word lists to create the master keypair give users a "recovery phrase" (also known as a "master seed") that enables you to recover your wallet if something happens to your phone or you need to reinstall your wallet app for any reason. Many people have lost money because they did not save a copy of their recovery phrase. Don't let yourself become one of them!
If you use a BIP39-based non-custodial wallet, take some time this weekend to write down a copy of your recovery phrase and store it in a safe place, such as where you store your birth certificate, cash savings, and other valuables.

question about using master seed with another wallet and sending bitcoins

i have been keeping my bitcoins on a mycelium android wallet
I used my master seed to open up a coinomi wallet so i could get the airdroped BCH and then I sent over the BCH and BTC from Coinomi to my ledger nano s wallet. My Mycelium still shows there is bitcoin left in the account.. Why is this? I don't get how I can have bitcoin on my ledger nano s and then also roughly the same amount in my mycelium
i thought i transferred over eveyrthing with my master seed, so it would in effect shut down the mycelium wallet.
I'm learning on this so please excuse any accompanying ignorance on this.

Recovering Mycelium Bitcoin Wallet with no master seed wordlist.

My phone needed flashing, to which obviously caused the app to be deleted. My laptop seemingly did not save my word list as I cannot find it anywhere. Are my bitcoins gone for ever? Is there anything I can do, at all?
